Q: Which Counties in Virginia do not have zoning?

A: No Zoning: Buchanan, Carroll, Dickenson, Floyd, Patrick, Russell, Scott, Tazewell,
     and Wythe

Q: We've talked amongst ourselves and can't find anything in the 
     Code of Virginia or our own ordinance that requires Planning 
     Commissioners to be sworn in by the Clerk of the Circuit Court 
     prior to serving their term, despite the fact that it has been the 
     practice here in Our County for a long time to do that. Can you 
     shed some light on this practice?

A:  The Code of Virginia does not mandate that persons appointed to a local planning
      commission take an oath of office. There are, however, a few jurisdictions that do
      ask PC members to take an oath. There is nothing that prohibits this practice.
      Indeed, some PC bylaws note that members will take an oath upon appointment
      just as some bylaws require their PC members to complete the Virginia Certified
      Planning Commissioner program if they accept appointment to the planning
      commission.
      Some jurisdictions and courts likewise require their Boards of Zoning Appeals
      members to become Certified by taking the CPEAV BZA Members Course.
